Job Title: GIS & IT Specialist – Columbia County Property Appraiser’s Office
General Description
The GIS & IT Specialist at the Columbia County Property Appraiser’s Office is responsible for managing and maintaining the geographic information systems (GIS), land records management, deed processing, and IT infrastructure that support property appraisal functions. This position ensures accurate mapping, data collection, deed processing, and analysis for property assessments while also providing IT support for office systems, hardware, and network functions. The GIS & IT Specialist will be integral in supporting tax roll preparation, property boundary delineation, deed management, and system integration for enhanced property appraisal operations.
Essential Duties and Responsibilities
GIS Functions
- Property Mapping: Develop, maintain, and update GIS databases for accurate property parcel maps, boundary lines, and related spatial data
- Tax Roll Support: Assist with the development and maintenance of spatial data for the annual tax roll, ensuring accurate property classification and tax calculations
- Spatial Analysis: Perform spatial analysis to support property appraisals, zoning, and development decisions
- Data Collection: Coordinate the collection of field data using GPS devices, and survey methods for boundary verification and property assessments
- Public Data Access: Create maps, reports, and public-facing visualizations for property owners, local governments, and other stakeholders
- GIS System Integration: Ensure GIS systems are fully integrated with other office systems, including the Property Appraiser’s database and Florida Department of Revenue (DOR) systems
- GIS Training: Provide GIS training and technical support to office staff, ensuring smooth operation and use of mapping tools
Land Records Management & Deed Processing
- Deed Processing: Review, process, recorded deeds, property transfers, and other legal documents in accordance with state and county regulations
- Land Records Maintenance: Manage the land records database, ensuring that all property ownership changes, deeds, and other real estate transactions are accurately entered and updated
- Title Research: Assist in researching property titles and deeds to verify ownership history, legal descriptions, and other relevant property information
Public Records Requests: Respond to public records requests related to deeds, property ownership, and land records in a timely manner - Land Records Integration: Ensure seamless integration of land record data with the GIS system to accurately reflect ownership and property boundaries
- Compliance: Maintain compliance with Florida’s property recordkeeping laws and regulations, including ensuring proper storage and archiving of deed records
IT Functions
- IT Support: Provide day-to-day technical support for office hardware (computers, printers, mobile devices) and software applications, ensuring smooth operations
- Network Administration: Manage and maintain network infrastructure and ensure the security of office data and systems
- System Configuration & Maintenance: Install, configure, and maintain office systems, including server management and backups
- Database Management: Administer databases related to property assessments, including geodatabases and records associated with property appraisals
- Cybersecurity: Ensure office IT systems are secure and comply with all local, state, and federal regulations regarding data privacy
- Help Desk Support: Assist staff with technical issues related to property appraisal software and other office applications
- Software Updates & Upgrades: Oversee the installation of system updates, patches, and hardware/software upgrades to maintain office systems and GIS functionality
- Software: Write SQL to extract data and reports from CAMA system
Additional Responsibilities
- Collaboration: Work with the Columbia County Board of County Commissioners, local municipalities, and other government agencies to support land use, zoning, and property tax processes
- Compliance: Ensure all GIS, IT, and land record systems comply with Florida Department of Revenue (DOR) guidelines, as well as county policies
- Documentation: Maintain thorough documentation of GIS, IT, and land record processes, procedures, and compliance
- Special Projects: Lead or assist with special GIS/IT projects related to property data improvements, deed processing, system upgrades, and process efficiencies
- Data Integrity: Ensure the integrity, accuracy, and reliability of all GIS, IT, and land record data related to property appraisals
Minimum Qualifications
- Experience: 2–4 years of experience in GIS and/or IT support, land records management, or property appraisal-related work (preferably in a public sector or governmental office setting)
- Technical Skills: Proficiency in GIS software (e.g., Esri ArcGIS, ArcGIS Online), IT troubleshooting, database management (SQL), and network administration
- Experience with Land Records: Familiarity with deed processing, land records management, and public records requests
Knowledge, Skills, and Abilities
- GIS Expertise: Knowledge of GIS principles, spatial analysis techniques, and database management for property assessments
- Land Records Management: Understanding of deed processing, land records maintenance, and title research for property transfers
- IT Skills: Understanding of system administration, network security, hardware/software troubleshooting, and help desk support
- Problem-Solving: Strong analytical skills for addressing GIS, IT, and land record-related challenges within property appraisal operations
- Communication: Ability to clearly explain technical issues and solutions to both technical and non-technical staff
- Collaboration: Ability to work effectively in a team-oriented environment with both technical and non-technical staff
Preferred Qualifications
- GIS Certification: Certification as a GIS Professional (GISP) is highly desirable
- IT Certifications: CompTIA A+, Network+, Security+ or equivalent certifications preferred
- Programming Skills: Familiarity with scripting languages (Python, JavaScript) for GIS automation and data processing
- Experience with Property Appraisal Software: Experience with property appraisal systems (e.g., Aumentum) or other similar systems
- Deed Processing Experience: Familiarity with Florida deed processing, property title research, and public records management
Physical Requirements
- Ability to sit or stand for long periods of time
- Occasional fieldwork may require walking on uneven terrain, carrying equipment, and working in various weather conditions
- Ability to lift office equipment up to 25–50 lbs as needed
Work Environment
- Office Setting: Primarily office-based, with occasional fieldwork for data collection
- Work Hours: Full-time position, with occasional after-hours support for system maintenance or emergency response
